Our History

1962

The Human Service Agency began as Lake Region Mental Health Center.

1974

The corporation became the Human Service Agency as new programs were added including Alcohol and Drug Treatment and ATCO.

1992

Al Wylie, executive director of HSA since its inception, retired and was replaced by Dr. Charles Sherman.

1997

Serenity Hills Halfway House and Detox Center opens,the first dual-diagnosis facility of its kind in SD.

2007

Genoa Pharmacy was invited and began leasing a space within Human Service Agency.

2011

HSA opens a Safe Room as an alternative to a jail setting for those in a mental health crisis. This was the first in a free standing facility in SD.

2011

After Board approval, we sought input with a new name from ATCO Enterprises to better describe our mission. ATCO was renamed to New Horizons.

2012

The Agency purchased a building in Sisseton, SD located at 301 Veterans Ave.

2012

The HESCO location was closed and New Horizon Production discontinued the woodworking portion.

2016

New Horizons develops a Conflict Free Case Management (CFCM) program serving Brookings, Madison, and Aberdeen.

2017

The Human Service Agency offers services to over 2700 individuals a year in Watertown, Sisseton, and Milbank.

2019

Dr. Charles Sherman retired after 27 years at HSA and was replaced by Kari Johnston as the new Executive Director.

2021

Broke ground to build the ARF/Serenity Hills/CARE building on the Main Agency campus.

2023

Serenity Hills and CARE moved on Campus with new buildings.

2023

Human Service Agency opened an Appropriate Regional Facility for crisis stablization.

2023

Human Service Agency's parking lot and logo received a facelift while adding a digital sign.

Human Service Agency purchased the berm piece of land along Bogue Ave.

10\2023

1029 Gilbert was closed and sold.

09\2024

Human Service Agency purchased the 4-Plex building for New Horizons.
