The HSA Foundation was founded in 1984 in order to receive and accept property exclusively for educational, cultural, charitable or benevolent purposes. The HSA Foundation provides financial support to HSA for capital improvements and purchases of large equipment such as vehicles, computer hardware, etc. The Foundation does not provide funding for operational purposes.

The Human Service Agency (HSA) strongly encourages employees to pursue additional formal education in an effort to further their licensing credentials that are directly related to their employment. To further these objectives, the Human Service Agency Foundation has created a scholarship fund for employees of HSA. A maximum of $500 is available for each request. Up to $1000 per fiscal year is available to full time employees who have been employed by HSA for one year prior to the request for a scholarship. The scholarship fund must be used for classes that are directly related to furthering their skills related to their employment.
